Application process and workflow

Requests for access are made via the .

The purpose of this application form is linked to our legal defence of legitimate research. It enables us to demonstrate due diligence and provide evidence to a central question to this defence: does the person have an unhealthy interest acting under the pretence of undertaking research, or are they a genuine researcher who has no alternative but to see such unpleasant material.

The application form captures:

  • who is requesting access

  • what is the nature of their research

  • why is viewing essential to this research

  • name and contact details of organisation supporting the research

  • an option to upload any relevant supporting documentation e.g. list of previous publications, a research plan

Workflow for considering applications:

  1. Application form received and Collections Information Manager is informed.

  2. Application is reviewed internally to assess the legal, ethical and safeguarding implications of granting access.

    • The internal review panel consists of the Collections Information Manager, Collections Information Analyst, Safeguarding Lead, and Legal Business Partner.

  3. Outcome of the internal review is communicated to the applicant.

    • We may grant access and then arrange an appointment for viewing.

    • We may decline access. If this is the decision, the applicant should be given details about their right to appeal via the Access Advisory Panel.

  4. If an appeal is received an Access Advisory Panel meeting will be convened to consider the item, the application and the review process so far.

    • The outcome and decision should be communicated to the applicant within 4 weeks, unless pending external legal counsel, in which case this will be communicated with an expected decision date.
