Collections Management Grid = what are the barriers to access?

Traffic light system but not a scoring assessment. The purpose is to allow us to target our resources more effectively, by identifying strengths and impact while flagging where attention is needed most.

It doesn't matter which grid you use first, or which column. But they all need to be considered as part of the assessment
